The Commission

The Commission was established through an intergovernmental agreement between the four communities of Avon Township (now the City of Rochester Hills), Oakland Township, Orion Township and the City of Rochester. Each of the communities have two seats on the commission and two alternates; the voting procedures provide veto power to each member unit. One affirmative vote from each member community is required for fiscal matters outside of the approved current annual budget. Commission delegates vote on issues, and alternates vote in their absence. Appointments and terms of service are determined by the member municipality, subject to their specific rules. Those interested in a future appointment to the Commission should contact the municipal clerk of the member municipality.

The Trailways Commission has no power to levy any tax, issue any bonds or enact ordinances.  The member units share expenses of the annual operating budget. Each member unit is responsible for maintenance on its segment of the trail. Items outside of the intergovernmental agreement require approval by the respective municipal member's council or boards, upon recommendation by the Paint Creek Trailways Commission.

The Paint Creek Trail Manager reports to and serves at the pleasure of the Trailways Commission. Support staff may make recommendations to the Commission, but are not decision-makers or voting members, unless empowered by the Commission to make decisions on a case-by-case basis.

Meetings are held at 7:00 pm at Rochester City Hall, 400 Sixth Street, Rochester MI 48307 on the THIRD Tuesday of every month. For special meetings, other public hearings, or cancellations (rare) contact our office.

Opportunity for public comment is scheduled on every agenda. Public input is welcomed by the Commission. For in-depth discussions on issues or group comments, please contact the trail office and ask that your item be listed separately on the agenda. Agendas and the order of items are planned in advance and we carefully consider the waiting time for all petitioners and applicants.

The Commission may:
Build, maintain & operate public trails, access sites, & appropriate structures
• Hire a director and necessary personnel
• Establish policies or rules governing the trail
• Recommend local ordinance provisions to member units
• Apply for state or federal aid to carry out Commission functions

Our Mission Statement
The mission statement of the Paint Creek Trailways Commission is to provide non-motorized users such as,
walkers, bicyclists, joggers, cross-country skiers and equestrians a safe and scenic recreational trail,
and to preserve the natural integrity of the right-of-way
for the enjoyment of future generations.
